If the circumstances were reversed [Madara and Izuna existing during the coup and Itachi/Sasuke existing during the era of warring states], I believe Madara/Izuna would have done better during the coup and Itachi/Sasuke wouldn't necessarily fare better during the era of warring states

OT: It really depends on which environment they grew in, and what circumstances led them to become the leaders. But taking the difference in personalities between Madara/Itachi & Sasuke/Izuna into account I guess they would make good leaders nonetheless.
