It all depends how the fight starts, if nagato is in eye contact range at the begining of the fight itachi easily wins with tysukuyomi. Nagato mastering yin release has nothing to do with tysukuyomi. Itachis tysukuyomi can only be broken by his brother or a advance sharigan user and nagato isn't none of either

I lean towards itachi mainly because of his genjutsu plus his totsuka blade
I give this to itachi only if nagato is in eye contact range at the begining of the fight its game over with a tysukuyomi.
