Madara as the original owner would know far more about the rinnegan's abilities than obito or nagato and not only that,he would also be able to use his susanoo with rinnegan active. Therefore the amount of techs he would use with his rinnegan will be more than either. The power aspect comes from the users themselves,if one rinnegan user has more power than another,his rinnegan techs will surpass the other. Obito also said 'eyes' get their full power when together,which means he meant all dojutsu. Thus being the original owner dosent give u the full power,but having both eyes. Not only an sm user which would boost his power,but a juubi jin,clearly his use of the rinnegan would by far surpass what a base nagato can do,give nagato sm juubi and can do the same.
Nagato can use the 6 paths just like hago,he can use CT just like hago,he can use gedo just like madara,he can use yinyang just like hago. He can use abiliies that these 2 have shown,only difference is one is a sage juubi jin,the other is a son of kaguya and also a juubi jin,they have far more power to put into their techs. Madara used his rinnegan on that level because he was a juubi jin and sage.

4) madara made the chain,thus he wasnt affected,and the chains werent suppressing his chakra either,9 bijuus were helpless there,and each bijuu has the offensive power of madara's ps as he stated himself. Unless sasuke has an attack greater than hago's ct,he isnt doing anything.
5) jiraiya isnt a sensor in base,nor could he sense him in sm,so thats irelevant,ma retorted to using her tounge rather than sensing him,naruto couldnt sense him
