Does that matter? Well, I'd say Itachi, however, if you count his FTG in taijutsu as a speed, then definitely Minato.

Techinically it should be Minato but Itachi takes this according to feats.

Ftg is ninjutsu, Itachi uses his sharingan in most close combat fights, wich is doujutsu.
Without those things both characters aren't very good at taijutsu, or fast for that matter.

It's important to see that their taijutsu techniques rely on nin-/doujutsu wich makes it hard if not impossible to compare the two.

If it is Taijutsu only you are speaking, I would say minato rather than Itachi. Minatos reflexes and Move set is far better than Itachi.
