Konan is useless but pain still wins. Itachi isn't getting around 13 boss size summons, and neither can permanently drop the bodies.

A medium range starting distance is anywhere between 5-10 meters according to the databook, which is a horrible start for 6POP and Konan given Itachi's extremely fast execution and shunshin blitz. Itachi has knowledge on nearly all of the Rinnegans techniques (assuming it's manga knowledge) and has everything necessary at his disposal (with Kisame) to counter their techniques.

alternatively, Konan & hell path dismember a ''weaker than usual'' kisame, who will have no opportunities to absorb even a single bit of chakra ITT.

meanwhile, Itachi dies even faster w/ the bird & dog summonns added to his misfortune

It also allows for Itachi to rig another time or visual based Amaterasu in the crow's eye, to catch Pein off guard.

OT: I'd probably need to see more arguments for the Akatsuki duo to put them above Pein. Konan is an obvious non-factor.

Konan can mix clones or Paper weapons with explosive tags. Those can provide many factors to trap and set up for Pein, imo.

Ehhh. Sure, it could probably give Pein a slight edge on the tactical side of things. Both shinobi have fallen for tricks, like Kisame losing Samehada in an explosion before, and Itachi to Sasuke's wire trap. So it isn't an abstract idea. But that's largely where her use ends, she's just a supporter in this battle.
