It's always going to be IC for Ay to blitz and 40 meters is too far of a distance for even a lightened v2 Ay to reach the Akatsuki before the water dome gets put up, and Itachi can cover Kisame with Susano'o while he's prepping as an extra measure
And how does he do that exactly?
Kisame attacks the kages while Itachi swims in the opposite direction
once ay and onoki are out of the dome, the duo can just shunshin away from the dome whilst they are on ground,
so amaterasu gets evaded either way, and chances are that itachi wont be able to breath once hes underwater
if itachi does attemppt to fire amaterasu then the use of rock clones blocking his LoS is also working, until the duo go on the ground and run away from the dome with ease,
