Itachi and Kakashi was all that was needed to win the 4th war.

Think about it. how the events played out. only 3 ninjas even mattered to the story when it came to winning the war.

Itachi was the one to take out Kabuto the head of the Edo Tensei forces with out this the war would have lasted much longer. Kakashi was the one to beat Obito and the only one would could have do it Kamui. and Might Guy's 8th gate to solo Madera's edo tensei.

everyone else even the 5 kages was fodder in this fight. AO was kinda needed has he was the one to sense that stuff going on when they was moving underground. telling the other fodder ninjas to move locations and Shikamarus dad made some plains for fodder but all of this is uneeded as long as the main 3 did there job.

and also Might Guy is not the only one to beat Madera. Itachi can prob do it too. meaning Kakashi and Itachi are the only ones needed to win the war,
