Conclusion: Jiraiya can only win with full intel, and needs Sage Mode. -Which was not the case when he met Itachi and Kisame.

This page has been used as "proof" that Iachi is inferior to Jiraiya since it's release. Itachi states that the gap between himself and Jiraiya is so large that he can't defeat him on his own and that even with backup the outcome would not change. Obviously a false statement from the moment Itachi and the Akatsuki began receiving panel time in Part two. Jiraiya can't take on multiple Akatsuki and hope to win at all let alone Itachi and Kisame. That leaves two possible reasons as to why he would say something like that.

> Jiraiya's name alone protects the nine-tails from those who would take it, even the Akatsuki.

Without the Third Hokage to keep the village safe from Orochimaru and other eneimes the job would have to fall to one of the other two Sannin. > Jiraiya's name alone protects the nine-tails from those who would take it, even the Akatsuki.

Kishimoto's plans in terms of Itachi's power have obvious changes from part one to part two. His stamina and chakra capacity is greatly increased despite the fact that he should have weakened in Shippuden not grown stronger. When Kishi drew the scan, it's possible that he did mean it, but Part two simply does not agree with it.Why did he run?

Jiraiya needs SM to have a chance of victory.
I don't intend to go to heavily into this. It goes without saying at this point he didn't want to harm Jiraiya. What I will address is the point that comes up so often, "If he didn't want to harm Jiraiya because he was a pacifist/Leaf Shinobi than why did he use Tsukuyomi on Kakashi?"
