Itachi is invincible and thus the strongest shinobi in the series when Yata mirror and Totsuka is activated.

Meaning an Edo Tensei Itachi is #1 indefinitely

For people who doubt Black Zetsu

You must remember Black Zetsu overpowered Madara's regeneration ability while in Rikudou mode to bring forth Kaguya. This means that Black Zetsu had the ability to neutralize Rikudou Madara effortlessly

This alone shows that Black Zetsu already knew in his mind that he could over power Rikudou Madara whenever he wanted.

Now for Kaguya to claim someone else is invincible while being stronger than every person as claimed by the sage:
