Yes but lets not forget jiraya has no problems with kisame's water the kyuubi would wipe kisame's water out like nothing. if jiraya was was fighting kisame jiraya beats him, if they fight naruto + kyuubi they still have a hard time

NO way in hell jiraya could beat itachi + kisame. kisame pretty much beat killer bee who is imo the best tailed beast user, he has massive experience and kisame did that as going against an opponent with lightning release. kisame could easily defeat the fox if it came out a untamed tailed beast is childs play for kisame. itachi fends off jiraya for a few minutes then they both proceed to defeat jiraya. itachi is loyal to the leaf which is why they never fought.
