This leads me to think madara, could have possibly done something similar to a follower of him, maybe an Uchiha who remained loyal to him after the hidden leaf was established.
Kishi is really being clever with this, he has given us many possible theories throughout the series but to me, tobi has some sort of madara's DNA in him.

kabuto called him the "fake madara" so i wonder if its like a stronger version of white zetsu infused directly with madara's cells and it began turning into tobi

I don't know why people assume Madara has his DNA and not his chakra. They never said it was DNA. I think people ate just assuming just because yamato and danzo had his DNA.

On another note, it's obvious now that Madara is aware of Tobi's existence. But whether Tobi is working for Madara, or if he's trying to become the new Madara, we don't know yet. Kishi has yet to explain their relationship. Personally, I think it's the former statement
