Sasuke himself said he doesn't care if they approve of him or not. He couldn't care less if they forgive him. They don't even ahve the power to exact any form of punishment. Still, forgive him or not, they have no reason to hold a grudge, especially if and when they hear the truth about him. All he did was kill a few Samurai, and they weren't even civilians, when he was literally insane because of a reason that was beyond his control. Same reason why we don't hold Gaara's countless killings against him.
The good he has done far outweighs the bad, and from his awakening, he has helped to end Edo Tensei, bring back the former Hokages, brought back Orochimaru, and lent his power and his subordinates' power to the alliance, and in the process, saved Naruto's life and helped take down Obito. If he didn't do that they'd all be dead. In real life any government would have given Sasuke an official Pardon. People in real life have done far worse crimes and less good and have gotten one of those.
