Honestly, this makes no sense whatsoever. Kaguya possessed the 'Third Eye' before the moon ever existed. Why should it's activation be dependent on it then? Plus, what happened to needing the Shinju to bloom to perform the Infinite Tsukiyomi? It seems like Kishi has once again thrown out his own lore and decided to rush things for whatever reason.
