Kishi wouldn't do this, I'm certain he knows he's played with the boundaries of life and death too much now. I think the main purpose most of the characters we saw were revived was to help the dead make amends for the wrong they did during their life, such as Gaara and the 4th Kazekage. Also, the Hokage were revived and they helped change Sasuke's intentions. So what I'm trying to say is, I don't think Jiraiya has any role in this war.

Also, if Kishi brought back Jiraiya, it'd ruin his perfect death.

This, Naruto did also say when Jiraiya died that he wanted Jiraiya to be there and see him when his dreams came true; like they sort of have.

Jiraiya and Orochimaru can finally end their story together. Those two are brothers and they never got the chance to say goodbye to each other properly.
