Shukaku is the joke of the Tailed Beasts. V2 Naruto shat on Orochimaru; V2 Gaara got shat on by Part 1 Naruto.

Poor Gaara, he had to deal with that thing holding him back powerwise.

I think that the idea of a Biju-dama had not been concepted by Kishimoto at the time. As a result, the Shukaku appears to be weaker than it's other Biju counterparts but in actuality it is extremely powerful and could have defeated Naruto, Gambunta etc.

simply here is how it was. Look at how strong people/animals are when they are locked up in a cage for a long time. They are usually more frail at first when released and then slowly regain their strength back. I would think it woudl be the same with shukaku, and that he was powering up. It is likely we have not seen his full strength.

But i still think shukaku<8 bijuu
