The civilians have no hope at all without shinobi XD and all this crazy ass kaguya shit goin on and i bet 99% of them dont even know what a infinite tsukuyomi is. Theyre everyday life is affected by what the shinobi are doing and there is pretty much nothing they could do against a nig like nagato or madara if he wanted they village.
