the ten tails has been fully revived and it is not that much weaker it has all 7 tailed beast, it took alot of bee chakra from that one fake clone to fool sasuke, then it also has two six tail jinchuriki nine tails from the nine tails who are kinkaku and ginkaku.

so the ten tails should be near at full power and it power should be regained since it should just be able to regenerate like the tailed beast can when a jinchuriki dies or when they use up most of htere chakra there original chakra gets regenerated like the eight tails did in his fight with sasuke.
