The supervisor and overseer of the anime production is Kishimoto himself. He verifies the content the animators present him, and approve it as well.

In a way it is Canon, though not entirely.(Few fillers have way too much inconsistencies with the manga).

Take the Kakashi-Itachi ANBU Arc for example. It's safe to say this is Canon, and Kishimoto approved and supervised the story here. It would be Canon since it's filling in gaps in the manga storyline.

No it's an adaption so it's like with the book charlie and the chocolate factory it was a book but then with the authors permission was made into movies. It the same with anime and manga, cannon means it's offical and fillers aren't official unless it's a cannon movie or the author writes it

Well apparently at least some of them are canon (like Torune's Databook bio is the same as in the filler), however sometimes they change things (not just fillers though, but the anime in general). For example, the anime doesn't differentiate between unsealing weapons from scrolls and summoning/spacetime techniques, though they are supposed to be different.
