Not really if you think about it without a Jinchuuriki all they can do is Melee, Elemental Attacks, and Bijuu Dama... Hachibi even said that the strongest Bijuu isn't the number of Tails but how well it works with its Jinchuuriki... plus they are supposed to be the fractured parts of the ultimate force of destruction so it seems kinda fair when going from that perspective... But in the Anime they seem so much more powerful because almost all of the filler arcs are Bijuu arcs.
