No he did not. Just like the former 2 did not. Only Naruto, Obito, Madara, and Hagoromo had the RSM, Madara being more complete then Naruto and Obito with it, as when he gained his second eye back, he was just as strong as the sage, as with just one eye he was close to his power, so arguably, he was stronger at that point.

Tenseigan a evolution from Byakugan that needs a pure Byakugan and sage chakra to awaken. It give the user a chakra mode with TSB's.

Rinnegan- Hagaromo, Sasuke, madara. Let's add the three movie villians. That still equals 6.
RSM - Naruto, Madara, Obito, Hagaromo, Hamura, Toneri.
That's still 6 people. 7 if you count Kaguya. (She had that giant TSB.) And if any of the movie villians show TSB, you would have solod yourself OP.

Indra i believe posted a leaked plot of the movie. It said that the guys that attacked had the rinnegan. Two people attacked( supposedly the underlings of the main villians) and we know the main villians has two rinnegan on his palms. So that equals three new rinnegan weilders.
I interpreted your post as if it was sage chakra that was needed to awaken the final stage of the Byakuugan, in which to my memory it wasn't specifically stated that sage chakra was needed to awaken it.
You need a Byakugan from the main branch and to be Hamura's descendant with his chakra. It's the same concept as to awaken Rinnegan MS/EMS + Hagoromo's chakra directly or get Ashura's chakra to make Hagoromo's chakra.
My bad, I didn't remember that specific part if it's true. I just remember that he just needed the eyes to awaken it, since he was a direct descendant of the sage, I thought that he already had the chakra necessary.
Well, Rinnegan IS rare. All the people you listed as defeated only used one single pair of Rinnegan eyes, namely Madara's.
Up to now, the only characters which possess(ed) the proper Rinnegan are Hagoromo, Madara and Sasuke. Now we have those two villains from the movie (why are you listing them as "underlings"? There is no information of them answering to someone else).
