HE was inside anko yes but you should remember that he absorbed all the chakra from kabuto and learnt everything from him .he learnt that kabuto followed his path and wasn't satisfied. Thats what he meant by while i was inside kabuto

Everyone with a curse seal has orochimaru's chakra and orochimaru can come out of their... but not in a separate body like it happened during the sasuke itachi fight. But in Anko's case sasuke took some of the orochimaru's DNA from kabuto and put it on curse seal when he released the curse seal due the DNA on it orochimaru came out in a separate body so the conclusion is that orochi was also inside of anko cuz of the curse seal and also in kabuto cuz of the DNA.

The curse seal contains his DNA and because of his immortality jutsu he can be revived through the curse seal and also Kabuto put Orochimaru's DNA into his own body and became that 'Dragon sage'
