According to the manga, yes it is. They are both pretty good at genjutsu but obito has senju DNA, we have never seen obito using genjutsu without the senju DNA so we can't really assume that his genjutsu would be just as good without it, if we compare them they are both genjutsu monsters but it seems that itachi's is a little less effective compared to obito but that's just because he was sick and genjutsu was bad for his sight, and obito's is better only because of the senju DNA he has, so if itachi also had senju DNA then he would be better by far.

1. he was a spy for konoha, he only did it to maintain his spy status in akatsuki

But obito only has one eye compared to itachis two.
