Because Chibaku Tensei pulls things from the ground to the black hole, Tengai Shinsei (meteors name from Storm 3) is just pulling pure meteors from space,

it's more advanced technique, if Madara wasn't EDO he probably couldn't do it, it takes probably too much chakra, btw Chibaku Tensei more usefull, Meteors are just because Madara is an Edo and he can spam it for fun.

We saw that the Susano'o performed hand seals, and he pulled the Meteors while he was inside Susano'o.

"We" saw Madara stretch his hand out and pull a specific object like Nagato does?
