We know that the village hidden in the mist had the blood mist period when Yagura was Mizukage. Most blame Obito for this, even though one of the Kiri Fodders obito killed said "Don't Underestimate Blood Mist Village."

Madara couldn't have been the one controlling him, since he couldn't leave the cave, and Kisame recognised Obito's face. Obito couldn't have been controlling him for obvious reasons.

So, is yagura just a bastard, and not being controlled by anyone?
