It was always a conundrum regarding the whole Tobi/Madara/Obito thing at least the way it was presented in the manga.

Obito was a strong powerful ninja who let Madara manipulate him into doing his bidding and consequentially fell into darkness.

I wouldn't call a man like Obito simply fodder, more like a misdirected lost soul who if weren't guided down such a path
of chaos and devastation, perhaps, maybe not become a hokage, but become something just as useful.

As for what you said about Tobi, I agree. Madara Uchiha is and always will be Tobi simply because it was Madara engineering
