Hmm.... The uchiha have the sharingan and its variants so initially they seem to have the greatest potential but the Senju were known as "The clan with a thousand skills" meaning that their potential is also virtually limitless so it's hard to call which clan has the greatest potential. As far as skill though the Uchiha have shown more persons of skill like: Madara, Izuna, Obito, Shisui, Tajima(possibly), Kagami(possibly), Itachi, and of course Sasuke compared to the Senju's: Hashirama, Tobirama, Butsuma( possibly), and tsunade so the Uchiha have the advantage based soley in the greater number of high caliber shinobi whereas the Senju have history on their side since they ultimately beat the Uchiha and maintained dominance over Konoha.... But seeing as they both are virtually extinct the title of best clan currently goes to the Hyuga as they have numbers, skill, and esteem in Konoha
