Admirals have a right to demote them though, Fujitora said it when he Doffy and Law faced off at Dresorra. And I am not sure what you're saying.

No his position got revoked quite a while ago. Even before the Dressrosa arc his position had been questioned after it was made public Luffy and Law had an alliance. Fujitora then had to investigate this matter on Dressrosa. When he asked Law whether Luffy was now a subordinate crew of his or that they were really in an alliance, Law stated the latter and as a result his position got revoked. If he had said it was the former, there wouldn't have been any issues (yet). Law's bounty also has been increased and that doesn't happen for active Shichibukai.

Even if Fujitora wouldn't have had the immediate power to remove Shichibukai, which I doubt, he definitely would have been given the delegated power in this particular case by someone who do had the authority to make that call. Also all the way back in Alabasta it were Smoker and Tashigi who revoked Crocodile's privileges.

Either way Law lost his position.
