He's not stronger than War BSM Naruto. He's physically superior but BSM has Kurama Mode. KCSM doesn't and KCSM isn't tangoing with Kurama Mode and things of that level.

Why don't you account for Naruto being able to separate from Kurama as he did in order to defeat Toneri?

Because that has nothing to do with a War Kurama Mode vs. The Last KCSM Naruto. He separated from Kurama only because of the golem, something Toneri was only able to animate because it was there.
