Is Tobi's Dimensional Transfer a MS Technique

Well, if does have MS and his S/T jutsu and (probably) his phasing abilities are MS jutsu... don't you think he would be blind by now (or at least show signs of blindness)? Unless a transplanted eye doesn't go blind (which would mean Kakashi won't get blind as well)

I am sure he would be blind by now, but didn't we see his stockpile of Sharingan? He has back-ups I Believe.
