Is Tobirama really the only one

In part 1 Tobirama was praised for using Suiton jutsu without any water source . Later we see many using Suiton without any water source but from their mouth.

But can we really consider that as without any water source. 50 - 75 % of human body is made from water, so that still can be considered as water source.

If you check first panel of scan you will se that Tobirama didn´t expel water from his mouth ( He did in second panel to increase power but not in first one he created it without any water source)

Now I don´t actually remember anyone doing this . I just checked Mei Terumi databook 4 translation about jutsu used against Madara and it says it uses underground water source.

So is Tobirama only one who could use Suiton without any water source including ones inside human body. ?

Kisame has abilities suggesting he should be able to do it with ease. Juubi Jins, RSM and Rinnegan could easily do it as well theoretically.
