Is tobirama really powerfull?????

I want to ask that about tobirama's power?. What's your opinion that he is as much powerful as hasirama or less than him but a talented ninja(who can defeat the likes of orochimaru) or a piece of junk.

Hint:He is a specialist in water element and the one who created the edo tensei. He also have a powerful genjutsu named Bringer-of-Darkness Technique. He is also a skilled sensor type of ninja who can tell even the amount of enemies just by touching the ground. Most importantly he is a Senju therefore have a great physical strength and also he was selected as a hokage due to some reason.

He is very powerful you don't get the title of hokage for nothing. also he is not more powerful then hashi but his water style was unbelievable.
