-its becuz tobidra is just an empty shell of his other part rikudo Madara......he is a weaker version of the legendary uchiha Madara
during 5 kages summit tobidara said : " i myslef have no powers ...im nothing more then an empty shell of my formerself"
-Tobidara vs Minato :
minato defeated Madara (tobidara) but what minato defeated was a weaker version of Madara (tobidara)...becuz tobidara (Madara) wasn't in his reall vessel
