The Juubi was divided by COAT into 9 beasts.

To reverse the procces , Tobi has to use COAT to put Juubi back together?

It was never stated , that coat was only accesable to Rikudo Sennin.


I think the one who has proper knowledge of the technique and posseses the Rinnegan = can use it.

But ofcourse it would be logical to assume , that Rikudo Sennin has more perfect mastery over the technique.

Or maybe he's gonna use Gedo Mazo to assemble the the Juubi. Maybe thats where the "synchronizing with Gedo Mazo" fits into the story (besides extracting bijuu chakra).

C.O.A.T uses the Ying-Yang release, i think tobi would need both Rinnegans and the Juubi Chakra levels to be able to do this....Since these were the two things So6p had when he used the ability.

yeah , Gedo Mazo , might have similar ability to COAT able to put these parts back together = most likely the most logical way.

To use COAT you need the following:
Yang release - (Senju's have this, Tobi got his from Hashirama's DNA)
Yin release - (Uchiha's have this, probably comes from the sharingan/rinnegan)
Rinnegan - (not absolutely sure if its essential for COAT but Tobi made it seem that way)

Tobi has all these things so he has the potential to use COAT. FYI, Madara also has all these things. Oh, there might be a 4th requirement - mastery of Yin/yang release.
