If I might add, this world is filled with more people than you can count. Sometimes we all have the same idea or sometimes it's just coincidence. Being an artist, I've had people ask me if certain drawings were drawn from a poster they saw or looked like a character they knew. I would honestly be surprised and realize I wasn't the only one thinking that way.

He might have had the idea for the mask's design because of the "Hurricane Chronicles" or it might have just been a subconscious thought.

It honestly reminds me of the special effect the Sharingan causes.

Hurricanes are symbols of turbulence and turmoil which is what this era is full of at the moment with the wars and all. Also Naruto's Rasen shuriken is like a miniature hurricane and it may be a nickname he'll be granted in the future, something like Naruto of the Hurricane or something like that.

Yeah. About the Fire Issues..
The Fire produced the heat, that is the most fundamental thing about creating Hurricanes.
They need to warm the water in order to rise , so on and so forth..
Thus also The wind will help it to arise..
Then comes the Thunder..and Lightning...
But you need The Earth For this of course...
