When Sasuke first appeared in part 2 he was already an S-class and possibly a kage level character, he defeated all of team Kakashi and everyone was helpless against him including the Kyuubi, he defeated Orochimaru, deidara and he done better than anyone else against Itachi.
but suddenly he was nerfed so much that he seemed like he existed only to show how powerful the other characters are by successfully performing their attacks on him (almost like Genos from Onepunch-man)
I think it started after he awakened the Mangekyou when he fought Killer B, and its also when Naruto started to become stronger
Sasuke almost died and couldn't hurt Killer B at all until the very end of the battle
the same happened during the Kage summit, where he took at least one hit from almost every character in the summit including the bodyguards
and the nerf was even more clear during the fight against Kaguya where every member of team 7 landed a hit on Kaguya except for Sasuke
Naruto landed more than one hit
Kakashi landed a hit
even Sakura who is below Sasuke in both strength an skills landed a hit
all but Sasuke
and there's more but that's what came to my mind
I think until this moment in Boruto (even though not to that extent) Sasuke is still being nerfed
and I think the reason behind this besides the obvious reason that Sasuke seemed very powerful and had to be brought down, is Narutos lack of a clear victory over Sasuke!
so Kishimoto is trying to put them in balance by making Sasuke not perform very well in his battles even against opponents that're weaker than him, Sasuke's best performance appears only in his major battles like the one he had with Danzo and Naruto as he was the one dominant in these battles! I think it's actually an attempt to make Naruto and Sasuke seem more and more equal
thats what I think, its not a naruto vs sasuke and I could be wrong
