No, not how they act. He said he tried to make her pretty, like a celebrity in order for more people to like her. He referenced Christina Ricci.

ot: There's not as much of a set standard for American girls as there is for Japanese girls. (Since the American population is more complex and has various cultures.) However, yes Hinata does seem more Orient than Western. But I wouldn't say Sakura seems Western... I just see her representing a Tsundere character that was created by the Japanese for variety in the first place.

If one absolutely had to choose a girl from K11 representing Americans in terms of personality (not design- her's is based on the Chinese), it'd probably be TenTen.

Sakura's hardly a tsundere, she's nice to Naruto when he doesn't do stupid stuff and is completely open about her romantic feelings towards the one she loves.

That's the exact opposite of a tsundere. In fact, she's closer to being a yandere.

She doesn't really fit in any of these categories 100%:

Tsundere - secretly likes someone but acts cold towards them.

Yandere - Yan roughly translates to insane so a Yandere is someone who is crazily obsessed with a character, (they generally have a murderous and senile atmosphere around them.)

Kuudere / Dandere - a "cool" silent type for Kuudere whereas a Dandere is simply a silent type.

but I'd still say she was a Tsundere (for a while) due to her character in part one. It just means being rude to someone they like, it doesn't have to be "like" as in romance- it can be friendship. There aren't any Yanderes in Naruto... the closest would be Karin for that.
