If you read chapter 680 then perhaps you caught what Kaguya said regarding chakra and gathering it all for herself. However, the question becomes why she wants all this chakra, so this is my theory regarding precisely that.

Kaguya and her Sons
I think were all aware that Kaguya doesn't have a great relationship with her sons. I will argue that this is the starting point for her motives. Obviously the sons were born with similar traits as their mother, with alot of chakra...and horns. However, they must have grown up seeing her influence and effect on the world and its people. People were scared, so scared that they either shuddered or worshipped her. Kaguya didn't seem too fond and changing their thinking either. The sons must have seen this, so they grew up rebellious in some sense. They love their mother, but they disagree with her beliefs. So, the sons develop their own philosophy for living, the ninshu way. In order to introduce this idea to the world and make it a better place, away from the corruption that power imposed on their mother, they have to stop their mother. Therefore, they take opportunity of the god tree's bijuu manifestation, and become powerful like their mother. Something happens in between all this and Kaguya ends up inside the ten-tails, perhaps sealed. Something happens to the Hagoromo's brother, and the story moves along to when the Sage separates the ten-tails chakra, but discards the body, probably along with the mother, to the moon. Perhaps with the intention of never being released again.

Kaguya and Ninshu
So what exactly does Kaguya want that completely goes against Ninshu? Well Ninshu is all about sharing the chakra. However, not in the sense of giving people god-like power, but being able to love each other that much more. It is like when everyone is connected to Naruto's chakra and could feel his deepest emotions and motives. So why is this a bad thing for Kaguya? Well much like the god tree, she wants all the chakra reunited as one, but how did it get dispersed in the first place? Well I theorize that the sons are responsible for spreading chakra to all people and clans, as much as they could. Perhaps they created the chakra network within human biology. However, again, why is this a bad thing?

Kaguya and Oneness
I tend to think that chakra itself is the actual god of the narutoverse. I say this because of the implications from the chapter that introduces Hagoromo, where he seems to be following a stream of time, or chakra. It seems to me that chakra is the fundamental and unifying factor for all reality, and its behaviors and relationship within it itself in some ways determines how certain things play out in the Naruto world. However, this is a different, although somewhat relative, topic. Basically what im saying is that chakra is the oneness of the universe and it permeates the different objects of nature. So the question then becomes more specific, why does Kaguya want chakra back from humans? Well if chakra is the oneness of the universe, and at the same time it is spread out to people, then that means Kaguya does not have access to the full and eternal chakra reserves that the god tree contains. This means that not only is the god tree limited, but so is Kaguya. Therefore they are not gods because they have not attained to the full manifestation of chakra.

Kaguya and Chakra
This gives much more weight to why Kaguya is obsessed with draining everyone of their chakra and turning them into Zetsu. Nature chakra is already accessible, the only chakra which is not accessible is the one what each person contains within them. This chakra was once one, but now it has been spread out and shared with others, and cannot be one again without forcibly taking it from the bodies of everything that has it. Or is this the only way? (more on that later). Nevertheless, this gives more structure to why Kaguya went out of her way to set up everything that is. This still leaves out what she would want to do if she gained all this power again.

Kaguya and Reality
Yes, she wants to re-structure reality, or rather create a new one. And why not? As we saw from this weeks chapter, she brought them to another dimension. She can already do this on a smaller scale, so why not get rid of everything and make it new? Especially in her time, war reigned and she had to witness it all. She was desperate and wanted to help others, but what happens when you have all this power? You begin to think that you could do whatever you want and that you dont need others. Especially when everyone fears you and your sons, who are supposed to extend love to you also fear you and want to rebel against you. Why should anyone rebel against you if youre always right and no one has a say how it could be better?

Thank you for reading, please comment and critique.

Extra
-Although Kaguya ate the fruit, she potentially did not have all the power at that time. Perhaps there was still something missing, or chakra had already been dispersed.
-I think her wanting to create a new reality works well with the original idea of creating a giant genjutsu, which would only do half the job while everyone stayed in their cocoons.
-People turning into zetsus is useless, but the reason makes more sense if now their chakra is available for use by Kaguya.
