He is not planning on making one and honestly he shouldn't make one. I doubt Kishi would actually make a SS movie but its safe to assume he will develop/explain it more/show more of it in the Boruto movie(which Sasuke and Sakura are confirmed to appear in according to Radon) and mini series.
