To answer your question, it is allowed for the person to Neg-Rep you, however, you have the chance to remove it, given it is reasonable that you were unfairly given it.

Insulting is not allow, You can report them and the mods will handle them. I've seen rep comments about raping your family, killing you etc.

Reputation comments can only be dealt with when reporting to either Gmods or Admins however it's only Admins that can remove unfair rep. So best just send Zise or Lawliet with a screenie or link your profile in a Pm to them and they will check it.

To confirm the previous statements. Yes you can neg rep someone if you disagree with his opinion. You are not allowed to insult the person by any means. And also the reputation comment should state why you neg repped the person.
