Kishi's favorite anime/manga was in fact Dragon Ball. He based his characters off DB and DBZ characters. For instance...

Naruto is Goku, not to bright, however, enjoys fighting, making themselves stronger via hard work, can make enemies want to change their ideology, etc. Goku and Naruto are also in love/infatuated with a temperamental person.

Sakura and Chi-Chi, both supposed to be attractive, yet very temperamental. They have insane amount of strength, despite their size and appearance.

Sasuke and Vegeta, both viewing themselves as the sole survivor of their race, despite the fact a few others survive. Bent on revenge and consumed with the greed for power.

Theres more but I cba. People with a lack of perspective (like the OP) see a few similarities and immediately jump to copying/plagarism, when the real fact is there is something called inspiration. There are far more differences between Naruto and Goku than there are similarities.
