After Sasuke revived Orochimaru, Orochimaru apparently took his chakra away from Kabuto which put Kabuto back into his base form.

But nearly 50 chapters later you can see Kabuto back with his orochimaru skin and DSM horns.

Is this a plot hole, or is DSM one of Kabuto's permanent abilities?

I think you are mistaken here.

He didnt steal his "powers", he just sort of copied the chakra so he can gain SM again.

Kabuto can recollect his SM and Sage Chakra.

Besides, what Orochimaru took at the time was simply is own chakra. At that point his body couldn't support natural energy.

oro released the sennin transformation and took back some of his chakra but when karin recognized a chakra with a bad feeling to it oro said that it must be some of his chakra still left in kabuto
kabuto doesn't need oro's chakra to use sennin mode he can do it because of juugo

U r forgetting dat It was Orochimaru who invented curse seal to use Sage mode and to discover White Snake sage Residence. So Orochimaru Knew how to enter Sage mode & since both r snakes 1st dats why both sage modes r approx same
