Is this about that Brazilian family? I read something about it last week.
In any case it depends on how you approach it. You are a family on both a physical and an emotional level.
Physically: you are related by blood, this can not be changed.
Emotionally: you can consider someone who is not related by blood as your family, likewise you can consider someone who is related by blood as not being family of yours for whatever reason.
So physically they were committing incest, however emotionally not as they didn't know they were brother & sister and at no point did they ever saw one another as such. So they are no different from any other couple.
