Shino is essentially a slightly less smart version of shikamaru with bettter chakra and a more useful skillset since unless his opponent has space time ninjutsu they can't escape his bugs, he is a tracker, and he's more driven he wanted to fight Kankuro he wanted to fight Torune, he was mad he didn't get a chance to go with the konoha ninja to retrieve sasuke and fight the sound 5. Shikamaru's style is tailored to a team effort i think overall Shino and Shikamaru are genuinely equals with a different fighting style sure, but Shino and Shikamaru are the intelligent leaders of their teams with a long range moveset and extreme tactical skilsl and intelligence
