Is there no one who can extinguish the black flames other than the uchiha himself?

In Naruto part 1 i remember jiraiya had put out the blackflames which itachi had used when they were inside the toad's gut,i wonder what jutsu he had used to do so and now that he's dead who else can put those blackflames out?

He didn't extinguish them, he just sealed them away. The only ones who can extinguish them are Sasuke and Itachi.

Edit: Gakido and onmyoudon can stop the flames too. I wonder if Jinton or a Gudodama could destroy the flames.
