Also when he was using his Bijuu RS on Kaguya he was fast enough to strike her while Kaguya was dumbfounded. Just because she has the dimension swapping ability doesn't necessarily mean that Kaguya is faster than Naruto. His foot speed is the 2nd greatest in NV after 8 Gates Gai but unlike Gai he doesn't have a drawback hence making him the greatest.
