It could be. I remember when I made Sasuke in my Sims 3 game (huge challenge to myself to make all the Naruto characters) I used the hair model for Notics and it was a perfect match!

Great minds do think alike, but posters and ads can inspire artists too.

I think the closest you can get with Personality/Character is Hiei from Yu Yu Hakusho. He even uses black flames from hell, which is similar to Sasuke's Amaterasu.

Kurapika has an almost identical background to Sasuke and shares some traits with him but has a lot of other different traits too.

No other character compares to Sasuke than Mustang in my opinion, They both are vengeful and ruthless. They both have narrow eyes, black spiky hair and pale skin. They both use fire and are both ambitious and scheming.

Oh yes, and they are both close friends with and tick off the lead character lols.

Noctis looks exactly like him, but it;s uncertain if they share the same characterizations. Vegeta and Hiei don't strike me as being that much like him other than through looks since they starts off as antagonists that transform into protagonists.
