[Question] Is there a way to turn off this snow effect?

Each time I attempt to scroll to the top or bottom of a page, my scrollbar ends up going crazy and whizzes up and down a few times by itself. It seems to only happen on pages with this snow effect. ;P any way to turn it off? Thank you!

I have the same damn problem. Makes videos on here hard to play, atleast on my comp. I turn it off, but one time I couldn't open spoiler tags. Doesn't matter though. Still better than watching my scroll bar have a seizure, although I like the snow effect.

You can turn off the java script or can use mobile version ( even if you are using a laptop).
