Yes, there's a god. The God in Naruto Manifested itself into human form so that it could walk among shinobi and learn their life style and what not. The god wanted to see whether or not shinobi were worthy of the power they were granted by the fruit. We've been hinted as to who the god is... It's simply, this is the god:
