The marines are just the marine force of the world government. They are subject to the authority of the world government and the marines enforce the world governments laws.(the marines are part of the world government.)

The government is more or less an aristocracy/oligarchy (theoretical definitions) with a totalitarian nature.
Which regime would be entirely subjective and would differ to the individuals' sense of good and bad.

The Gorosei (heads of the government) have absolute, unfiltered power. The Marines enforce what they want.
The political leaders of democracies have checks to balance their powers and the Gorosei have absolutely none.
The existence of the Celestial Dragons (World Nobles) also negates the notion of the government being a democracy.
