It is, because Kishimoto is writing it. It really has to be because it's a follow up from the current manga, and it wouldn't be preferable to have a finishing movie that was just filler.

Kishi wants to show his RSM but because of SP's stupidity with filler he can't spoil the anime with his non-canon movies. He had to compromise and do a unique design that will show Naruto's mastery over Kurama but at the same time hide the fact he met the Sage.
